| 工程中债务链问题一直是制约我国公路建设健康发展的重要问题。本文以债务链的始端为突破点，探讨债务的产生原因——留置权的立法缺陷和支付担保的缺位，然后分析债务以链状传播的原因，最后提出了修订留置权立法和在承包商享有新的留置权的基础上建立支付担保制度的建议以解决债务链问题。 |

| Debt chain is an important problem that seriously affects highway construction.Taking the beginning of debt chain as the key point,this paper discusses the causes of debt,that is legislative defects of lien and vacancy of payment guarantee.Then it analyzes the reason why debt is broadcasted with chain.Finally,it gives some suggestions such as revising legislation and establishing payment guarantee system to solve this problem. |
